Shanghai's land areas are mostly soft soil areas, with good thermal conductivity, large heat capacity, and conditions for the development and utilization of shallow geothermal energy. According to statistics, since the city developed and utilized shallow geothermal energy in 1989 and put it into operation, by the end of 2009, the number of shallow geothermal energy development and utilization projects has increased to more than 500. Demonstration projects have increased from 2 in 2008 to 18 in 2009. It accounted for 68% of the demonstration projects for the use of renewable energy for building energy in that year, and applied it to the 220,000 square meters Expo Axis and large communities.

At present, Shanghai has formulated the "Implementation Plan for Promoting the Development and Utilization of Shallow Geothermal Energy in the City", clearly identifying the bottom of the house, unifying standards, rationally developing, and standardizing management over three years to ensure the sustainable use of shallow geothermal energy resources.
