Anhui: Implementing differential electricity prices and other measures to eliminate five types of backward production capacity

The Office of Eliminating Backward Capacity in Anhui Province recently issued the “Outline Work Plan for Out-of-Capacity Production in Anhui Province in 2018”, proposing to focus on industries such as coal, steel, cement, electrolytic aluminum, and flat glass, and implement measures such as differential electricity prices to eliminate energy consumption and environmental protection. Product quality, safe production, and technology can not meet the standard five types of backward production capacity.

The plan requires that these five types of backward production capacity be rectified within a time limit, and those that have not yet reached the standard after the rectification will be shut down according to law. Specifically, it includes the capacity that does not meet the requirements of the mandatory energy consumption limit standard; the pollutants that exceed the emission standards of pollutants such as the atmosphere and water, the laws and regulations that violate the solid waste management, and the enterprises that discharge pollutants exceeding the total pollutant control indicators; The production capacity required by the mandatory standards; the production capacity that meets the requirements of statutory safety production conditions and mandatory safety production standards; and the elimination of technological and equipment.

In order to promote the implementation, the plan proposes measures such as implementing differential electricity prices, increasing financial support, implementing differentiated credit policies, doing a good job in resettlement, revitalizing land assets, strict law enforcement supervision, and increasing technical support, and clearly making notifications, interviews, etc. The mode supervises the cities and counties that have slowed out of the province's backward production capacity, and regularly publishes the list of enterprises that fail to meet the standards for rectification within a time limit and the list of enterprises that have not been up to standard after rectification and have been closed according to law.

According to the relevant person in charge of the Office of Eliminating Outdated Production Capacity in Anhui Province, the province will carry out investigations on key industries such as cement and flat glass this year, and order the enterprises to eliminate and dismantle the corresponding main equipment in time, and take water cuts for those who do not have the conditions for dismantling. Measures such as power cut, remove the power unit, and seal the main equipment. At the same time, severely crack down on illegal production and sales of “strip steel” and comprehensively dismantle the production of industrial frequency furnaces, medium frequency furnaces and other equipment.
