Fourth, the bidding method
Bidding through the "China International E-Commerce Network". The enterprise can only submit one electronic bid before the specified closing time. After the enterprise completes the bidding operation for 10 minutes, it can log in to the “Electronic Tendering Enterprise Information Service System” on the China International E-Commerce Network to check whether the bid has been successfully received by the host. For the inquiry submitted by the bidding enterprise within 30 minutes before the closing of the bid, the system cannot guarantee whether the submitted bid is successfully received by the host.

V. The amount of bids
1. The minimum bidding amount is 100 tons. The highest bidding quantity is divided according to the average annual export and supply quantity of the enterprise in 2007-2009. The specific allocation plan is as follows:

3. Any bids whose bid amount is higher than the highest bid amount or lower than the minimum bid amount are all scrapped.

The bidding company sets the minimum bid price, and the bidding enterprise can directly receive the minimum bid price determined by the bidding committee on the electronic bid. The tenders below the minimum bid price level stipulated by the Tendering Committee are all scrapped.

7. The winning bid price and the number of winning bids
The bidding prices of all bidding enterprises are sorted from high to low, and the bidding quantity of the bidding enterprise is accumulated according to the sorting. When the accumulated bidding quantity is equal to the total amount of bidding, the enterprise that counts the total amount of bidding (ie the total amount of bidding) is It is the winning bidder.

The number of successful bidders for the winning bidder is the number of bids. If the sum of the number of bids for the enterprise with the lowest bid price exceeds the number of remaining quotas, the enterprises at this price allocate the remaining quota according to the proportion of their bids. If the number of successful bidders of the enterprise is lower than the minimum number of bids, it shall be handled as unsuccessful.

Eight, the results of the successful bid
The bidding will be opened on December 22, 2010 at 10:00, and the results of the preliminary bid will be announced on the China International E-Commerce Network the next day. If there is any doubt, the bidding company may submit it to the bidding office before 15:00 on December 24th. Starting from December 27th, all bidding companies can inquire about the successful bidding of enterprises that have been officially announced by the Tendering Committee through China International Electronic Commerce Network. The Tendering Office will no longer issue written “Notice of Winning Bid” to all enterprises.

9. Winning bid bond The bidding guarantee is 10% of the winning bid. After winning the bid, the company must remit the winning bid (the winning bid X number X10%) to the designated bank account before February 28, 2011.
