The standardization criteria for each industry are: (1) Agriculture, forestry, animal husbandry and fishery. Small and medium-sized enterprises with a business income of less than 200 million yuan. Among them, medium-sized enterprises with operating income of 5 million yuan or more, small enterprises with operating income of 500,000 yuan or more, and micro enterprises with operating income of less than 500,000 yuan. (2) Industry. Small and medium-sized enterprises with less than 1,000 employees or operating income of less than 400 million yuan. Among them, 300 employees and above, and operating income of 20 million yuan and above are medium-sized enterprises; 20 employees and above, and operating income of 3 million yuan and above are small enterprises; employees below 20 or operating income Less than 3 million yuan for micro-enterprises. (3) Construction industry. Small and medium-sized enterprises with a business income of less than 80 million yuan or a total asset of less than 800 million yuan. Among them, the operating income is 60 million yuan and above, and the total assets of 50 million yuan and above are medium-sized enterprises; the operating income is 3 million yuan and above, and the total assets of 3 million yuan and above are small enterprises; operating income is less than 3 million yuan. Small and medium-sized enterprises with less than 200 employees or operating income of less than 400 million yuan. (14) Property management. Small and medium-sized enterprises with less than 1,000 employees or operating income of less than 50 million yuan. Among them, 300 employees and above, and operating income of 10 million yuan and above are medium-sized enterprises; employees with 100 or more employees, and operating income of 5 million yuan and above are small enterprises; employees with less than 100 employees or operating income Below 5 million yuan is a micro-enterprise. (15) Leasing and business services. Small and medium-sized enterprises with less than 300 employees or less than 1.2 billion yuan in total assets. Among them, 100 employees and above, and the total assets of 80 million yuan and above are medium-sized enterprises; 10 employees and above, and the total assets of 1 million yuan and above are small enterprises; employees below 10 or total assets Below 1 million yuan is a micro-enterprise. (16) Other industries not listed. The number of employees below 300 is small and medium-sized enterprises. Among them, 100 or more employees are medium-sized enterprises; 10 or more employees are small enterprises; and 10 or less employees are micro-enterprises. 5. The division of enterprise types is based on statistical data of statistical departments. 6. These Provisions apply to enterprises of all types of ownership and various forms of organization established within the territory of the People's Republic of China. Individual industrial and commercial households and industries other than these regulations shall be classified according to these regulations. 7. The upper limit of the medium-sized enterprise standard in this regulation is the lower limit of the standard of large enterprises. The national statistical department shall formulate the statistical classification of large, medium and small micro enterprises accordingly. Relevant departments of the State Council shall conduct relevant data analysis accordingly and shall not formulate enterprise standardization standards that are inconsistent with these Provisions. 8. These Provisions shall be revised by the Ministry of Industry and Information Technology and the National Bureau of Statistics in conjunction with relevant departments in accordance with the revision of the National Economic Industry Classification and the changes in enterprise development. 9. These Provisions shall be interpreted by the Ministry of Industry and Information Technology and the National Bureau of Statistics in conjunction with relevant departments. X. These Provisions shall be implemented as of the date of promulgation. The “Interim Provisions on SME Standards” promulgated by the former State Economic and Trade Commission, the former State Planning Commission, the Ministry of Finance and the National Bureau of Statistics in 2003 shall be abolished at the same time.
