The interview pointed out that the Ministry of Ecology and Environment recently organized a series of special inspectors and found that the seven cities including Guangzhou and other cities have outstanding problems in the regulation of solid waste and hazardous waste.

Among them, the daily supervision of Guangzhou City is not in place, and the investigation and punishment of the people's reporting problems is weak, resulting in illegal transfer of dumping solid waste and hazardous waste. Haishu Environmental Protection Company illegally transferred dumped sludge for a long time. In March this year alone, more than 3,000 tons of untreated sludge was illegally dumped to the Chenjialin site in Country Garden, Zengcheng District, seriously polluting the environment. In September 2017 and April 2018, Liangang Ship Clear Oil Company illegally transferred about 40 tons of waste oil and other hazardous wastes, and even prepared the account records for the inspectors. Jinye Environmental Protection Disposal Co., Ltd. treats hazardous waste such as water quenching slag as general solid waste to the cement plant for illegal disposal.

In addition, in May 2017, Guangzhou Southern Alkali Company illegally transported more than 1,700 tons of white mud to Guigang, Guangxi. In June 2017, the hazardous waste generated by a jewellery factory in Panyu District was handed over to private and illegally transferred to Guangxi. Hezhou City disposal.

Liu Changgen, deputy director of the National Environmental Protection Supervision Office, pointed out in the interview that in April 2018, the inspector also found that Guangzhou had failed to rectify the relevant issues of the central environmental protection inspector. Jiangmen Changyou Industrial Co., Ltd. illegally transferred about 21,000 tons of hazardous wastes since October 2015, of which 45,000 tons were illegally dumped to Yangjiang City. The online declaration volume of copper-containing waste liquid (hazardous waste) in Shaping Branch of Heshan Anbai Circuit Board Factory is far lower than the actual production amount, and the large amount of copper-containing waste liquid is unknown. After preliminary investigation, the company illegally transferred about 1,400 tons of copper-containing waste liquid.

In September 2016, 400 tons of domestic garbage was loaded into the Xiagang River in the city of Gansu, and was dumped illegally. The dumping point was located in the secondary protection zone of the drinking water source in Tengxian County, causing the water source to exceed the standard. Suspend water supply.

The central environmental protection inspector of Lianyungang City has not been rectified. According to the inspectors pointed out that there are many hazardous waste storage and environmental risks in the chemical parks of Guanyun and Guannan counties. The Jiangsu Provincial Inspector Reform Scheme clearly requires the reduction of hazardous waste stocks by the end of 2017. However, the inspector found that the storage of hazardous waste in the chemical parks of the two counties did not decrease, and the storage in 2017 was twice that of 2015. Yancheng Huifeng Agricultural Company (Huifeng) is a listed company, but the long-term illegal disposal and illegal storage of hazardous wastes, the people continue to report this, and even through the lawyers open letter to the municipal party committee, the municipal government, to investigate and deal with corporate violations. However, Yancheng City has never conducted in-depth investigations, and has repeatedly reported cases of false settlements by the masses.

Liu Changgen stressed that, especially in Yancheng City, the investigation and handling of central environmental protection inspectors was not effective. From July to August 2016, after the Central Environmental Protection Inspector Group entered the station, it twice submitted the pollution problem of Huifeng Agricultural Company. However, Yancheng avoided the heavy weight in the process of investigation and punishment, and only proposed the rectification requirements for the environmental management of the enterprise, and there was no danger of illegal landfill. Conducting targeted investigations on issues such as waste has caused problems to be resolved.

Baotou City Hazardous Waste Disposal Center is the largest hazardous waste disposal enterprise in western Inner Mongolia. However, the company has been unable to operate since its completion in 2011, and local authorities have not taken effective measures to promote rectification. In July 2016, the Central Environmental Protection Inspector Group specifically pointed out this problem and asked the local authorities to overcome difficulties and effectively speed up the resolution of the problem. To this end, the Inner Mongolia Autonomous Region inspector rectification plan regards it as an important rectification task, and explicitly requires that the rectification be completed by the end of December 2017, but the issue has not been resolved so far.

During the period of the Central Environmental Protection Inspector Group, the two batches of illegal garbage dumping and odor disturbances in the Jimingsi Corridor along the Chengdong Street in Wenling City were handed over twice. Although Wenling City organized the rectification in time, the garbage was not completed and the people still In the case of constant reporting, it is reported that the rectification is done, and the work is not strict.

Judging from the problems reported in the interview, in addition to Jiangmen City and Dongguan City, the other five cities that have been interviewed have problems such as poor investigation and handling of central environmental protection inspectors.

Dangerous waste disposal prices remain high

The reporter noted that among the issues notified by the Ministry of Ecology and Environment, the problem of illegal transfer of solid waste and hazardous waste was prominent.

In this regard, Li Hui said that an important reason for the illegal transfer of solid waste is the increasing price difference between inside and outside. It is understood that some disposal companies have now raised the disposal price per ton of hazardous waste containing mercury to 20,000 yuan, and the disposal profit of some hazardous waste has even reached 30 times.

"The disposal price of hazardous waste is subject to government monitoring, such as water, electricity, sewage treatment fees, etc., not how much you want." Li Hui believes that high prices will drive some enterprises to illegal transfer to some extent. For hazardous waste, pure market-based operations should not be taken in the disposal of hazardous waste. We checked, in fact, the state has clearly stated the disposal price.

In addition to cost, local long-term management is also an important cause of frequent solid waste problems.

Zhou Zhiqiang, deputy director of the Department of Soil and Environmental Management of the Ministry of Ecology and Environment, said that the management of solid waste is not the responsibility of the environmental protection department, and it must play the role of various departments. For example, the place is the work letter, the development and reform department, the construction waste, the domestic waste is the construction department, the agricultural waste is the agricultural department, and the medical waste is the health department. The functions of each department must be compacted.

In some places, in terms of solid waste management, the statutory duties of local departments are not clear, and the issues are not taken seriously. The enthusiasm for participating in management is not high. On one occasion, the higher-level environmental protection department should conduct a survey on the sludge disposal of a municipal sewage treatment plant. In response to these problems reflected by the local authorities, Zhou Zhiqiang said that the Ministry of Eco-Environment will soon issue a Notice on Resolutely Curbing the Illegal Transfer and Dumping of Solid Wastes and Further Strengthening the Supervision of the Whole Process of Hazardous Wastes, and deploying and guiding the illegal development of solid waste in all provinces and cities across the country. Dumping, landfill investigation and combating the illegal activities of solid waste dumping, and the revision of the solid waste law is being improved.

Zhou Zhiqiang pointed out that it is necessary to highly understand the problem of illegal transfer of solid waste. In some areas, the management of solid waste is not in place. To unblock the combination, why does solid waste cause illegal dumping? The main reason is that the solid waste treatment capacity is uneven, and the local disposal capacity is insufficient, resulting in high disposal prices. Enterprises will take illegal measures to transfer solid waste in order to reduce costs. .
