The "Conditions" stipulate that steel companies must carry out the EIA approval in accordance with the law. If they have not been approved by the EIA, they must go through the formalities for the EIA approval. The company must have a sound environmental protection management system, complete with complete pollutant emission detection and control facilities, install an automatic monitoring system and be networked with local environmental protection agencies. The "conditions" also stipulate specific emission standards: the discharge volume of steel per ton of iron and steel enterprises shall not exceed 2 cubic meters, the emission of dust per ton of steel smoke shall not exceed 1 kg, and the discharge of per ton of steel dioxide shall not exceed 1.8 kg.

The "conditions" require that steel companies have a sound energy management system and are equipped with necessary energy measuring instruments. “Conditions” specifies the energy consumption of the steel production process. For example, the energy consumption of the blast furnace process is less than or equal to 446 kg standard coal/ton, and the energy consumption of the converter process is less than or equal to 0 kg standard coal/ton.

"Conditions" also made specific provisions for the iron and steel enterprises' technology and equipment: Before July 2005, the effective volume of the blast furnace built was more than 400 cubic meters, and the nominal capacity of converters and electric furnaces was more than 30 tons; July 2005 "Steel Industry Development Policy" The effective volume of the blast furnace built and transformed after implementation is 1000 cubic meters and above, the nominal capacity of the converter is 120 tons and above, and the nominal capacity of the electric furnace is 70 tons and above.

For the most controversial production scale problem in the industry, the criteria given in the “Conditions” is: In 2009, the crude steel output of the Pu Steel Corporation was 1 million tons or more, and the special steel company was 300,000 tons or more, and the ratio of alloy steel was greater than 60% (no Containing more than 100% of high-speed steel alloy steel, tooling and die steel and other specialized enterprises).

The "conditions" indicate that existing steel companies must be included in the standard management. Companies that do not have regulatory requirements must carry out rectification in accordance with regulatory requirements. Enterprises that do not meet the requirements after rectification should gradually withdraw from steel production. For enterprises that do not meet the regulatory requirements, the relevant departments will not approve or file new projects, will not allocate new mine resources and land, will not issue new production licenses, and will not provide credit support.
