Premier Wen Jiabao of the State Council presided over the State Council executive meeting on May 6. The meeting emphasized that to strengthen technological transformation of enterprises, we must adhere to the combination of structural adjustment, transformation of development methods, independent innovation, enterprise restructuring and strengthening of enterprise management. According to industrial adjustment and revitalization planning, we will give priority support to the following six aspects:
First, support the steel, non-ferrous metals, petrochemical, light industry, textile, food and other industries to accelerate the development of common key technologies, adjust product structure, and develop a circular economy.
Second, relying on national key construction projects, promoting the autonomy of major technical equipment, and improving the basic supporting parts and basic technological level.
The third is to develop new energy vehicles, support the development of key technologies such as energy conservation, environmental protection and safety, and develop key assembly products that fill the domestic gap.
Fourth, support integrated circuit design and advanced production line construction, new display and color TV industry transformation, TD-SCDMA and other new generation of mobile communication equipment research and development production, computer research and development capacity building and next-generation Internet promotion and application, support the accelerated development of software and information services.
The fifth is to vigorously develop key components of wind turbines and key equipment and key components of nuclear power.
Sixth is to support the logistics industry to develop multimodal transport, transshipment facilities and urban and rural logistics and distribution projects.
To this end, this year, the central government will allocate 20 billion yuan of special funds for technological transformation in the form of loan interest subsidies. After the implementation of the project, it is expected to directly drive the whole society to invest 460 billion yuan. The meeting requested that the preliminary work of the project should be further strengthened to ensure the quality of the project; the catalogue of technical transformation projects should be announced to the public, the supervision and inspection of the project implementation should be strengthened, the project management should be improved and improved, and the use efficiency of funds should be improved.
