1.1 Basic Requirements for Emergency Preparedness Plans The purpose of preparing an emergency plan is to maximize the effectiveness of the emergency plan in the event of an accident, to implement the rescue in an orderly manner, to control the development as soon as possible, to reduce the damage caused by the accident, and to reduce the loss of the accident.
