"Twelfth Five-Year Plan for the Growth of SMEs"

On September 23, the Ministry of Industry and Information Technology released the “12th Five-Year Plan for SME Growth” (hereinafter referred to as “Planning”), which is the first country in China to provide guidance for the development of SMEs. The "Planning" summarizes the basic situation of the implementation of the SME growth project during the "11th Five-Year Plan" period; analyzes the domestic and international issues facing the development of SMEs; and puts forward the overall thinking and development of promoting the growth of SMEs during the "Twelfth Five-Year Plan" period. At present, among the registered enterprises in China, SMEs occupy a large part, so the status of SMEs in the development of the national economy is very important. In 2007, the GDP created by SMEs accounted for 60% of the national total, and the tax payment accounted for 50%. It can be said to occupy half of the economy. SMEs account for 66% of invention patents and 82% of research and development products. It is a new force for China to build an innovative country. SMEs not only absorb 75% of the urban population, but also provide employment for 75% of the labor transferred to the city. We also saw that these enterprises have both modern production enterprises and relatively backward small workshop enterprises. The scale development is uneven and the innovation ability cannot be strongly supported. The release of this guidance has undoubtedly pointed the way forward for the development of SMEs.
